I'm not aware of PY ever being entitled to snacks from the J anytime menu. That wasn't the case when I flew ANA in PY. The only chance to enjoy J food was when they wheeled the J dessert cart into PY after the meal to offer us the leftover desserts from the main J meal service. It was obvious we were getting leftovers, so it was hard to get excited or feel happy about it.
