There is a thread in the Hertz forum about EVs that should answer most of your questions that aren't specific to Avis. Personally, I've rented two EVs and found charging to be such a nightmare that I don't think I'll ever rent one again. You'll need to be constantly thinking about where and when you'll recharge.
