I don't think that Japanese bureaucracy takes intent much into account when dealing with such things. Either you meet the requirements or you don't.

Perhaps you're projecting your use case on others. At least for those that are applying with US Global Entry as the qualifier, there's no requirement that the prior or future visits be for business purposes. And, they have clearly defined what "frequent enough" visits is. You either meet the criteria or you don't. If you didn't, then I doubt there would be any uncertainty at the attempted time of secondary examination as to what the reason for denial was. And, if you did meet the stated criteria, I doubt that they'd deny you approval because the inspector thought your visits weren't done "regularly" enough.
