This is tricky, because most people at Marriott (I assume you don't mean the hotel) are empowered to help, but it's a "your word vs. theirs" situation. There's no tangible way to verify you were, in fact, not offered your welcome gift (for example) at check-in. If Marriott just forked over the $50/$100 whenever anyone called in claiming they did not receive their choice of gift... It's a very, very slippery slope.
Other things, like URG (which can be easily researched/proven), are a different matter. I have no answer for why corporate won't step in for those.
