My guess is that flying ORD-DEL was considered flying TC1-TC2-TC3, just without actually landing in TC2.
I don't save copies of rules, but my recollections are that when ORD-DEL was launched, it created a "loophole" for xONEx that was fixed after a few weeks or months?
