Bronze - Typically the onsite commander, dealing with the immediate decisions. How do I make it through the next few hours.
Silver - Command centre at the control room, allocating resources as requested and balancing against the other demands. How do I make it through the day.
Gold - Strategic, often away from the control centre looking at wider issues. How do we make it through the next few days.

I'm drastically simplifying, and it may not apply at all to LHR.

Maybe it means they want all BA Gold Card holders to stand up
