NO NO NO you are trying to check in BEFORE Check OUT time, so the front desk is still in the proccess of handling customers that still havent left yet and are due to SO yes, check IN times are for real and a fee for anyone wanting to check in before everyone is checked out. In the concept of the hotel. it's like yeah a half day pretty much to do so.....just like if anyone goes past check out time and they try to check out way after that it is AUTOMATICALLY another night ran.
For someone who worked the front desk for 15 years, kind of weird to not understand the concept that hotels are not always at 100% occupancy and there are empty rooms you could check a guest into. Also bizarre that a front desk agent would prefer that everyone checks in at the same time, at 3 or 4pm.

And if we did things your way, then the hotel would automatically comp guests when rooms are not available at the 3 or 4pm stated check-in time without a hassle.
