Bottom line: timing is everything. Fraud should be caught before the flight. Let them go to the airport to figure out they won't fly today... Even better if they make a big fuss and the police intervenes.
It is probably difficult for an FOTSG to tell if they are buying a ticket from a legitimate agent (which still exists) or a point brokers. Especially most of the victims of this kind of schemes probably speak little English.
