Okay so you are only talking about terminal 3, which is by far the best terminal and NOT where PAL flies out of. Terminal 1 is the oldest and PAL flies to certain NA destinations and the ME from there. It is still a horrible gong show of 30+ wheel chairs every flight, extremely crowded lounges with no amenities, and awfully long security/immigration lines. Terminal 2 is the PAL only terminal and is absolutely the worst terminal. The lounge sucks, there is no space in the terminal because it's packed to the brim, no one knows how to line up, 30+ wheelchairs every day, and security/immigration lines are even worse than terminal 1 on average. During peak times like holy week you might even need to wait an hour to get into the airport unless you have that bribe prepared for the airport security manager.
Terminal 3 (the one you're talking about) is the newest and the easiest to navigate. Most of the problems in MNL are associated with PAL and immigration/security so you don't really get to see it as much there.
