correct, but hotlines are a disaster no matter which OTA you book or whether you book directly with the airline. Remember the times where LH group hotline wait times were more than 2hours? While with OTAs they were shorter

Depends on the origin country. Anything where EU261 applies I never deal with the OTA, in case of an IRROP the operating carrier always has to take care of the passenger, never the ticketing agency, denial of this right can lead to significant financial damages and cease & desist orders for all future customers (i.e. it is with AF in Germany)
