Changi T4 was constructed on the land previously occupied by the Budget Terminal. I've always regarded T4 as the least favorable terminal to be in. I'm not sure about the current policy, but back then, the airside shuttle bus service, in principle, did not allow passengers to board the bus to T2 from T4 unless they held a boarding pass for a flight departing from another terminal. This effectively made lounge hopping impossible.
