Some are brokers with access to specific inventory so yes it does happen. As far as possible, it’s always best to book direct to manage potential cancellations, timetable changes etc, but sometimes, the difference is just too big and I’ve sometimes used Expedia with half the fare of Ba.com (and phone couldn’t do any better).
