Given what you say you’ve read about Uber, I am going to assume the answer is no. But then we didn’t bother bc we wanted a private transfer for 5 people. You can see above my rec for a transfer service. It was not expensive, esp given the distance and time from airport to Sultanahmet. And the prearrangement gave us peace of mind when landing in a new, extremely large airport.
