There will simply have to be a cut to airline seats available to Maui for the next couple of years. Available rooms for tourists were already limited and a large amount of them were clustered in West Maui. Now you have displaced people and aid workers that need a place to stay. Soon you will need spaces for debris removal crews, construction crews, etc. to stay. It is already difficult to get supplies to the island. Building a whole city from scratch is going to take time--especially given the limited transportation options to and on the island. Maui also has very limited public transportation infrastructure so while tourists may be fine being "trapped" in a resort for a week, displaced locals who need to live in these resorts for months need some kind of transportation to get around and the main source of their needed provisions within a reasonable distance from the West Maui resorts no longer exists due to the destruction of Lahaina. Something is going to have to give. If the available flights all filled up to normal capacity levels, rates would soar at existing properties and 1,000s of people per day would have no place to stay. AS and others are going to need to move some capacity elsewhere for the next couple of years until rebuilding is well under way and more spaces for visitors are available for occupancy.
