Was exactly my experience already couple of times and with biz class basically always full these days (at least for Europe flights, not sure on US routes), I would not count on these desserts being available in PE..
Champagne however seems more stock ;-)
I guess that's why they call it petit four, the can literally just deliver 2-3 pieces of chocolate and it is technically fulfilling the menu description. Rather than writing business class dessert.....
Champagne is stocked as 1/4 bottles in the back galley though, or has that changed.? JAL runs with thus setup for champagne in PY, and at least prepandemic ANA did as well.
