Try telling that to the gate agents at Montreal the other day that forced EVERYONE in Zone 1 and Zone 2 to leave their carry-ons on the walkway for pick-up after the flight. They didn't even assess the bags, they just tagged everyone.
This was on a Dash 8, so, 100% economy. (50 minute flight, whatever) The bins were almost comically empty. And then someone almost took my bag at the end because they have the same one as me, I had to stop them and tell them to look at the bag tag.
People will often just carry the bag on anyway in that situation, especially if they know it’ll fit. There’s no enforcement once you’re past the GA, and the rampies are only too happy to have fewer bags to load.
