Try telling that to the gate agents at Montreal the other day that forced EVERYONE in Zone 1 and Zone 2 to leave their carry-ons on the walkway for pick-up after the flight. They didn't even assess the bags, they just tagged everyone.

This was on a Dash 8, so, 100% economy. (50 minute flight, whatever) The bins were almost comically empty. And then someone almost took my bag at the end because they have the same one as me, I had to stop them and tell them to look at the bag tag.
