Am I correct in understanding that what she will get back is 1740-317 = 1423 euros? Or are there going to be other deductions?

If she no shows and then asks for the refund, she would have to pay the no show fee and the cancellation fee. They won’t just refund her if she misses the flight.
If she goes into her booking at the QR website, and clicks the cancel button it will show how much will be refunded before she has to commit to the cancellation.
Also, depending what fare type she has, where she bought it, and if there have been any previous changes, she may also be eligible for a voucher for the full fare paid plus 10%, to be used within 12 months
