you have to prepare when it makes sense to prepare - for tropical storms here it means very limited low lying desert and mud flow prone areas rather than hyping this up... this was no history or actual forecast projection here suggesting 20% or 5% or any meaningful % of significant risk beyond typical atmospheric rivers or winds we encounter during other seasons... it was purely the novelty of this happening in august..

and of course there are plenty of real risks lining up where more aggressive prep (and investstment) is actually needed eg we will certainly have fires and many residential areas are already uninsurable
