I get the impression that BA was a bit of an outlier in not requiring ID for HBO on a domestic. I think LM policy is you are supposed to have some, but my experience is that implementation is spotty so sometimes it is asked for and sometimes it isn’t.
I've taken 20+ sectors on U2 between EDI/GLA and LGW/LTN/STN over the past 24 months and never once had to show ID (always travelling with HBO). They do ask for it if the pax have bags in the hold though.
