Difficult to say, but these trains tend to fill up much closer to the departure date.

If in Relax (open plan) you will have sight of the luggage rack. If the train is not full, you should have no problem in keeping the luggage close to you. In Business, you should keep your luggage inside or just outside the door of the compartment, as long as it does not block the corridor.

I'd recommend travelling on a Railjet rather than Eurocity between Vienna and Budapest. There are luggage racks in the centre and/or end of each coach. You can check the exact position of the luggage racks and seats by doing a dummy booking on the
OeBB site . ("Find services" tab: seat reservation only > [choose train] > reservation details > go to seat selection).
