The $ part of the reservation was a combination of "U.S. Tax Recovery Fee" and "Taxes, fees and charges"

I'm going to submit a written request for explanation to Customer Support (with faint hope that I'll get either an answer or resolution) as well as call them again and see if I get the same reasoning
