You may be thinking of LH/LX, which actively sell upgrades at the check-in counter per a more or less fixed price list. UA doesn't do that. If you want to SDC, use the app. If you want a buy-up to Polaris, check the price on the app. If you'd like to talk through options on various flights, you're best off calling. Whether a reasonably priced buy-up is going to be available will depend on (a) available inventory, and (b) the whims of UA's upgrade pricing algorithm.
