Never stayed at Moxy Lille, but judging from the Marriott site, it's a cookie cutter Moxy -- very small rooms, bare-bones. I'd consider the Moxy location slightly worse, although not a huge difference. So if cost isn't an issue, Hermitage Gantois will be a better choice.
I have stayed in both properties and multiple times. While the Hermitage Gantois is definitely upscale and one of the few 5 star hotels of the cities, I find the style of the room to be very dated, like late nineties style and with an atrocious red that I really dislike.
Hotel staff is very nice, but there is strangely no gym.
The Moxy is of course more basic, but a fraction of the price of the Hermitage. I liked the staff, that was more engaging, and felt like a king as an Ambassador member. It was also probably one of the best Moxy breakfasts I have ever had.
So both options are fine, but if I have to choose and do not need to be close to the train station, I would go for the Moxy.
