Does the Montreal Convention say if your flight is cancelled you can take action against the cancelling airline to recover all loses from the trip including separately booked flights and other expenses associated with that separate booking?

Is there not a section of Montreal that allows one to hold the airline liable for consequential losses?
Someone earlier gave the example of late night taxis because the delay meant no trains home etc.
Article 19 I believe, of course it seems it only applies if the airline is at fault.
