That list is for "For Full Participating Member Economies", of which Canada and the US are NOT, so none of that applies to you. So for example, as a US ABTC card holder, you won't get a 90 day business visa automatically when you enter Vietnam, you need a separate visa.
But as for using it for tourist purposes, that's interesting and it looks like some countries do allow it.
But generally, the ABTC card is intended for business travel only. However, I know some countries don't really care. However, keep in mind that if you get a visa on arrival and you get a tourist visa, you may get yelled at for using your ABTC.
