Just go through this thread and you will find the answer. Given the current restriction on number of flights between Mainland China and USA, Cathay has been popular among Mainland travellers and flights are sold out. Awards are basically non-existence for partner airlines including oneworld carriers. I will grab those JAL F or J seats if you see them. You can always change to CX but these days, airlines are no longer releasing award inventory closer to date of travel or simply the flights are sold out and possibly overbooked.
Alaska also has these "phantom" award issues and has just introduced a new interface a few months ago, so you might find award seats on some intra-Asian flights on AA or other oneworld carriers but none will be found with Alaska Airlines. Honestly Alaska has not given any clear answer on when their new interface will be stabilized and when they will fix the phantom award issues.
For now, if you see a JAL first or business award seats, just book them.
