Personally I suggest the Conrad. I think Shangri-la must have balconies on most rooms too. All these hotels have pools. They have never been particularly busy when I have stayed. The Conrad pool is a bit shaded which keeps it less busy.

If you go the condo rental route you are likely to get a balcony. Nearly every Bangkok condo I have been in has a balcony and sn under used pool.

I have never really noticed which pools are easy to get out of.
Conrad has four Terrace Suites which are quite lovely. Doubletree Ploenchit has only one room with a terrace and that is the Presidential Suite.

As for the condo option, do note that daily rental of condos are illegal under the Hotel Act.
