You're claiming "up to" (which we can translate to "at most"), whereas the rules very clearly state "minimum", or "at least".
I think I'm much more likely to experience a delay than IDB, but if I'm delayed 11 hours, I expect the $1000. If I'm delayed 30 hours, I'm definitely going to quote the phrase "minimum compensation" when I request $3000.
it says the minimum is 900 in some cases, 1800 in other cases, 2400 in other cases. So the minimum is up to 2400. In other words, it must pay up to $2400, depending on the circumstances, and can pay more.
