In my very limited experience TK does not have a habit of rushing to make upgrades available a specific amount of days before departure.
I have a TK departure in one week, and both legs have hade upgrade options come and go multiple times during the last two months, presumably based on people booking or cancelling tickets. I've only been looking in the app myself.
I am not sure why, but most of the times the upgrade options have been in exchange for miles only. Sometime both cash and miles options have been available, but most of the time, miles only. I would have expected the opposite myself.
