I do believe that it is true. Your contract is with that airline. If you chose to reroute yourself on another airline, then it is on that airline. If your original airline chooses to reroute you to avoid APPR but does not, in fact, avoid APPR, then I do believe that it is still on them. The airline whose metal you booked with is responsible for getting you to your destination, regardless of how they do it.
