It’s free within the parts covered by Heathrow. Unless one had plenty of time and wanted a bit of exercise, I’d not bother coming landside and have to go back again. If you do at T3 make sure that you go through Fast Track and avoid the Duty Free maze with people armed with scent sprays hover like Praying Matises to sell you goods that you neither need nor want.
Yes, I rarely go landside when I’m transferring to T3, but I almost always go landside when transferring to T5, including if I’m coming from T3.
