I believe that BA's logic here with beef starter and beef main is to coerce pax into selecting a more varied meal choice from the menu thus more of the cabin gets their first choice. I could be wrong but say you have a prawn starter and beef main, I would imagine that combination would have a substantially higher selection % across the cabin vs beef and beef.
