You will have access to the Marhaba Lounge (operated by Dnata) in Singapore T3. Nothing to write home about.

In TPE you can access any CI lounge. However, the closer one would be D4 in T2 as Tokyo departs in Terminal 2. It will be crowded. If you want some ambiance you can go to the T1 lounge upstairs right after immigration.

HAN-TPE is not domestic. Kind of confused by what you meant.

You have access to the Lotus Lounge operated by Vietname Air (or the Airport Business Lounge) available. I believe they are upstairs right next to each other. If you are Skyteam Elite+ you can access either as you wish but if you are just Business Class they will take the Lounge voucher and you can only head into one.
