Both Frontier and Spirit vouchers are equally difficult to use since they only apply to base fare.
This is what I was told by a Frontier rep who issued me a $150 voucher:
"In regard to your question, is a full voucher, meaning you can use it to pay taxes and fees, as well as for additional services. "
