Actually Indigo used to be touted as a conversion brand,
now it fits all smaller hotels that have a quirky feeling & housed in a unique building with a bit of whymsical thrown in

And Voco was touted as a conversion brand yet we have:
some really good ones - newly built/converted with effort : The Hague & Melbourne
mediocore ones- plain conversion with a slap of paint : Singapore (ex-Hilton orchard road)
(during brand inception : VOCO was exempt from honoring IHG-rewards bennies but fortunately that decision was quickly cast away)

Vignette isn't a conversion brand,
the independent hotel keeps it own management but joins to use IHG-1rewards and channels / knowhow

Honestly,
I think Garner hotels will earn/burn points + get EQN via IHG-1rewards but excempt from providing elite benefits
- cheaper for owners
- there is nothing to provide *cynic*
