AA Business class passenger (who is not Emerald) would only be able to access the QF J lounge (not the F). You would need to be flying AA F (which AA doesn't have on the 789).

thanks for your replies. Makes sense that I'd get AC lounge access per the rules on the AA site. It's just that the following statement in the OW site access page made me curious since OW considers MEX international.

American Airlines AAdvantage members, regardless of their tier status or class of travel, are not eligible for access to oneworld member airline lounge when travelling solely on North American flights between the U.S., Canada, Mexico (except Mexico City), the Bahamas, Bermuda and the Caribbean.

Premium Customers

Customers traveling in First or Business class, who do not hold oneworld Emerald or Sapphire status, are not eligible for OW lounge access when travelling on American Airlines domestic flights solely within U.S., between U.S. and Caribbean, between U.S. and Mexico (except Mexico City), or Canada, other than the exception listed below:
  • Customers traveling in First or Business class on select non-stop domestic U.S. transcontinental flights (JFK-LAX and JFK-SFO, and vice-versa) are eligible for lounge access.
