For example, lets say the person was doing nothing illegal but still being disrespectful. If the person (whatever gender or religion), kept saying something derogatory about the Jew, and eventually said to the flight attendant that they want the Jew moved, I would see nothing wrong with her looking at the Jewish person and saying "do you want to switch seats". In that situation, I am sure the Jew wants to move just as badly as the non-Jew wants them moved.
