I think people got fixated on the meat emoji and thought it looks like a Döner kebab, which it does. But this is clearly a reference to Manchester. Döner kebab is the national dish of Lancashire. Edinburgh is also a good bet, but there's just not an emoji for deep-fried pizza yet.
