Yes, Blumie mentioned this in another thread about a month ago, I thought I did separately as well but couldn't find that (possible it was in the DL or AA forums). When they closed the T1 stop, they were initially alternating trains going from the terminal loop to Jamaica and Howard Beach, but because of the track setup there was limited capacity and they could only do one train single-tracking on each of the inner and outer loops from T8 -> T4 and back every 10 minutes. I assume there's a more traffic to Jamiaca than HB so I suppose to simplify they decided at some point to send all the terminal trains to Jamaica and do the transfer at Federal Circle for HB. Since I don't go to HB I don't know how much of a pain that is but it's certainly better for the Jamaica crowd to have reliable 5-minute headways all the way to the terminals.
