I know this doesn't answer your question, but I wouldn't trust Expedia for fare rules.

A year or so ago we had to cancel a trip booked through Expedia. The fare rules displayed on Expedia were extremely vague and did not give a clear answer on whether or not the fare paid was refundable (it said something woolly like "there may be a charge" - can't remember the exact wording now).

When it emerged that we would not be able to travel as booked we turned to the airline web site (FlyBe) which said that ALL FlyBe tickets are changeable up to 12 hours before departure. We contacted Expedia armed with that information, but they were absolutely insistent that the ticket was not flexible and that there was no way that we could change it. And they wouldn't budge even when we pointed them at the FlyBe web site. We eventually got a travel voucher direct from FlyBe.

PS Needless to say the above was written before the OP deleted the original posting! Looks like we were typing away at the same time...
