Zero entitlement to hang a dress (wedding, prom or daily evening cocktail) or for that matter anything n the closet (unless it is a coat and you are flying business)
She can put it in a garment bag that fits in the overhead bin. Or search YouTube for how to pack a dress and check a bag with it.
