I would suggest contacting the hotel instead of Accor, as the hotel is the one who ultimately sets the rate and decides to provide status benefits and/or points.
My recent experience was staying at Fairmont Queen Elizabeth in Montreal on Amex THC rate last month. I emailed hotel and was told that status benefits were not eligible for Amex THC rate, but I would get both status and reward points. What's interesting was, after hotel attached my Accor number, the booking showed up on Accor website as a room at least one if not two categories higher, and it's indeed the room I got. I also got drink voucher and welcome amenities so status benefits were at least partially offered if not fully offered. Both status points and reward points were posted too. One thing to note is that the rate you paid on Amex may not be what Amex/Expedia paid to the hotel, and points are based on the hotel rate, not Amex rate.
For work trips we use a travel agency who uses Expedia, and I have got anything from points and benefits, benefits only, to nothing at all.
