That said, if Chase Travel represents that it
does offer free cancellation and refund within 24 hours of booking, and if a Chase Travel IT issue prevented the traveler from taking advantage of that policy, then I think that a DOT complaint could be successful on a "deceptive practice" argument.
But I also am hopeful that
mia's suggestion will solve the problem.
