From the DOT website:

"No, the 24-hour refund/reservation requirement for airlines does not apply to tickets booked through online travel agencies, travel agents, or other third-party agents. However, these agents are free to apply the same or similar procedures to provide equivalent or similar customer service."

That said, if Chase Travel represents that it does offer free cancellation and refund within 24 hours of booking, and if a Chase Travel IT issue prevented the traveler from taking advantage of that policy, then I think that a DOT complaint could be successful on a "deceptive practice" argument.

But I also am hopeful that mia's suggestion will solve the problem.
