Correct, they still regard the top floor as some sort of premium level and often put Diamonds on that floor. However there are a/c and heating turbines on the roof so it's in my opinion to be down at least one floor to avoid the vibrations.
Absolutely agree about the noise on the top floor. I ask for a lower floor if offered a room on the top floor.
