When it comes to suite upgrades, Hyatt corporate's official position is that upgrade availability is completely up to the hotel, so the hotel doesn't need to upgrade a Globalist into anything beyond a base room even if every higher category room and the standard suite are all up for sale.
In about 5 years as a Globalist, always upgraded to a Standard Suite if it’s available. I’ve also seen some higher end properties like Biarritz reaching out a few days in advance to ask about my preference to block a suite of my choice before check-in. Same at some Regency in Europe.
