The current official EU page gives the same advice, you apply for the visa with the country you intend to spend the most time in: https://home-affairs.ec.europa.eu/po...hengen-visa_en

If all stays are of equal length, you must apply for the country you first enter.

Now it might be different in practise, but as a starting point if I was spending two days in France and 10:days in the Netherlands, I’d be applying through the netherlands. Confusing if that’s not right.
