Does Ryanair weigh luggage that’s brought on board?

I have a piece of luggage that fits the FR size specifications but may be over 10kg (around 13-14 I think).

I have only flown Ryanair once in my life, without luggage, and now have two trips coming up, so I am not familiar with how things work.

So if it fits into their frame at the boarding gate, all is good? Or will they weigh it? In case they do and they conclude that it’s too heavy, what will happen? They check it and make me pay how much exactly?

Alternatively, if I want to check the luggage, what is the latest I need to be at the check-in counter? My routes are BUD-PRG and PRG-KRK. Not sure whether these are airports where there are long wait times for luggage check-in. I presume there is no such thing as priority check-in (I’ll happily pay for that. I don’t have a money problem, I have a time problem).
