Club Europe Seat Booking

I have just tried to book our seats (2No) 7 days out but there is only one available on Manage My Booking. I called BA and was advised that seats can only be allocated at check-in. I’ve never experienced this before. Can anyone please enlighten me as to why this is the case despite have confirmed tickets.
