Just a query I’ve had in my mind for a while on the OPs specific scenario - If (part of) the reservation has not been ticketed, would EC /UK 261 still apply to those sectors even though they are not ticketed?

If the unticketed flights were to be cancelled in the meantime, could BA say “tough, you can have a refund for those sectors, but no duty of care, cancellation compensation or rebooking obligation is due, as there is no ticket, we never accepted your booking request into a contract of carriage”?
